I listened to this whole speech (again) last night. (for those interested, go here : millercenter.org/.../speeches and you can listen to many great speeches, including a bunch by Mr. Ronald Reagan).
I was so down about our current situation I needed to remember what it is that makes America great. Listening to RR gives me shivers up my spine (you listening, Chris Matthews? ) He got it. He knew what makes America great. As your quote above eludes to, it's We the People, AMERICANS that make America great. Not government. As he stated "Government should stand by our sides and not ride on our backs".
