E-mail delivery tax criticised

Our friends at AOL want to charge to bypass their spam filters. It seems a group of non-profits have gotten together to try to pursued AOL not to do this, as this would cut into their bottom line.

My question on this one is what if the spammer is a non-profit spammer, do they get the same break that AOL is proposing?
